This is an urgent question, especially for schools that serve high proportions of students of diverse backgrounds. The Standards-Based Change Process (SBCP) offers a possible solution. The goal of the SBCP is to institutionalize an ongoing conversation about what teachers within a school are doing to improve student achievement through standards. The SBCP leads to the development of a schoolwide professional learning community, with clear goals for student learning, a culture of collaboration, and a focus on results."

Abstract: The author delivers a powerful argument for development of a team approach to literacy leadership, concluding that “Schools that develop a framework for shared literacy leadership become collegial communities of instructional practice where learning is the shared responsibility of all members. These are schools where teaching and learning are engaging, motivating, and invigorating. They are the schools that every teacher and student deserves.”

Comprehension Instruction (pdf)  This is a very useful article on comprehension instruction describing research based practices, by David Pearson and Nell Duke.

Dutro et al. Teachers College Record (pdf)  This article is a research report that appeared in Teachers College Record describing how Michigan's literacy initiative (the Michigan English Language Arts Framework), which was standards-based, was used to promote professional development.

Lipson, Mosensthal, Mekkelsen & Russ. "Bulding Knowledge and Fashioning Success One School at a Time". The Reading Teacher, 57(6), 534–542. doi: 10.1598/RT.57.6.3)  This article from Reading Teacher describes a school reform project in Vermont . It looks at a series of schools, one at a time, and then provides insights into why the reform process takes time.

Voluntary Reading Programs (pdf)  This is an article by Bill Teale and colleagues describing ways to promote voluntary reading, with some good suggestions for creating a strong classroom library.

What is a Professional Learning Community (pdf)  This article appeared in Educational Leadership, by Richard DuFour. It describes what it means to create and participate in a professional learning community within a school. It's a good starting place for an in-school reading study group.

Working Inside the Black Box: Assessment for Learning in the Classroom (pdf)  This article appeared in Phi Delta Kappan and describes how assessment helped teachers change their practice in ways that supported their students' learning.
